if you live somewhere warm, a walk on the beach. if it’s cold, then hang out inside, watch a movie, cuddle under a blanket. do something where you and your significant other can be together

A picnic dinner at an unusual spot. If you’re in a warm climate, a literal picnic at the beach, park, etc. might be lovely. Dress up, spread a tablecloth, do it up right.
In a winter climate, you’ve got a challenge finding a place where eating is allowed, but get creative about the public areas of various buildings and you can probably find something.

Instead of going ‘dinner and a movie’ why dont you try dinner and ice skating or dinner and a dance class, or make dinner together and then spend the night playing cards/boardgames. Do something different and fun.
