Short answer – war.
Longer answer – there has been only one deterrent to war in all of mankind. That is when one side is so strong, nobody will mess with them.
Look at all of the post World War I conferences. What did they amount to? The same thing they did pre-World War I, got groups of countries to band together so that when one declared war, all the others allied with them declared as well.
The resolutions? They are paper. They have the same effect the Munich Pact had. Nothing. Chamberlain said he was holding in his hand a piece of paper. It did not stop the war.
